Of course the moves besides the convoying army and fleets aren't mandatory, but they seem a sensible set of orders.
You've got all the elements of a "Lepanto" opening - convoying to a neutral SC in a manner which keeps your fleet one turn away from a pivotal SC space, then setting up a convoy line and convoying to an obscure location in the target's homeland. Sure, it's still silly to call it a "Lepanto" as the name refers specifically to a (vaguely) Austrian-Italian alliance against the Ottomans, but at least we're keeping the spirit alive.
