I realize this may turn out a complete disaster, with 4 of the allies on one side of the world, and one on the other side completely surrounded by Axis, but... worth a shot...

if it is really bad, we can try with a different set up, I just wanted to make it historically accurate...

Why is Spain "Allies" when Franco was a fascist, and some Spanish troops actually helped invade the USSR and fought pretty well?

I would have thought it should be:

Allies: England, France, Lowlands, Russia, Balkans
Axis: Germany, Italy, Austria, Spain, Scandanavia

Neutral starter: Turkey (as far as I know it was neutral throughout WWII?)

Turkey joined the Axis later in the war, while the Balkans were split 50-50, and Spain/Portugal were neutral but Port was far more pro English than Pro German and Spain never picked a side...

Portugal was always pro-English for hundreds of years, but Spain was pro-German in WW2 and pretty much never Pro-British in history. After all, Mussolini and Hitler had helped put Franco where he was. And yeah, a Spanish division did join the Germans on the attack on the USSR and had more success there than Italy had in the entire war :P

Also, Britain did help try and defend Greece at first, which is why I put Balkans as ally-sided. Italy and Germany had trouble down there.

Yea, Hellenic, But Bulg and Rum both joined Axis, while Serbia and Greece where pro Ally...
also, Spain(besides there one or 2 Spanish divisions that went to help Germany) never formally joined the war, and Portugal(although also never joining the war) allowed Britain to build air and naval bases there, and also, Tunis(part of Spain on this map) was mostly controlled by the Brits...

And I just read up that Turkey declared war on Germany in 1945, but didn't actually make any military operations during the war.

But Franco also did jack crap to help Hitler and didn't really care whether he thought he was ungrateful. Why not have more than one neutral?

Technically Spain and Portugal were both Fascist leaning neutrals, Turkey was largely pro-allies for most of the war, but was neutral, now in the Balkans Bulgaria, and Rumania were Nazi allies until Soviet troops invaded them and they switched sides, Yugoslavia joined the Axis, had a coup, the new government didnt like Hitler, so Germany invaded Yugoslavia, Sweden sold shipments of Iron Ore to the Nazis

Tunis was a French colony, not British :P.

As for Portugal, I already said that was sided with Britain throughout history.
Germany did take the time to go out and conquer the Balkans, so I would say that puts them with the allies more...

Hellenic, they also Gave German's safe Haven throughout the war when they were forced to retreat from Allied controlled places... they only declared war to be on the winning side and join the UN...
also, another reason Spain is on the allies side, is because imagine we switch Spain to Axis and say, Balkans to Allies and Turk to Neutral like Hellenic suggests... that means that by the time the Allies can do much, Russia AND France AND Balkans are practically crushed by having multiple Axis powers bordering them, while It takes atleast 2 turns for England to Help Russia or France against the many Axis powers... and Spain being neutral would result in him joining Axis or making it impossible for France to move year one in case Spain joined Axis... That would give Axis a HUGE advantage...

I guess thats true what you say though, unless we change it to the Modern Diplomacy II map? Requires more players, but I think it would be more accurate on there?

although this could be made more complicated by the start year, if you start in 1939 then Russia has to be Neutral and Germany should get Warsaw by default since the invasion of Poland started the war
