There's been a lot of legitimate fixes since when I first saw it but I still don't understand making Yugoslavia a power. They were sort of an after thought with the whole war considered, they lasted 11 days. Spain is iffy as well, as it was still recovering from a civil war and wasn't really that powerful in the first place. It would be difficult to balance against France as well. I'd leave the SC in Madrid, Cut Gibraltar out of Madrid and make it a British Home SC and make the rest Neutral, to make Spain essentially not worth invading but not powerful enough to be it's own power. I'd say the same for Turkey, but they're slightly more bearable.
Ireland should be impassable by the same logic as Sweden. North Ireland as an empty territory is optional still, but rather redundant at that point. Also the border is pretty wonky, giving the British control over significantly more than Ulster.
Next up, I'd say while the borders of the nations proper mostly match on the map [Not perfectly, particularly Germany, which is occupying Danzig and Alcase-Lorraine], the individual territory drawing is rather arbitrary. It ignores and even outright prevents major historic battles.
Having a Tobruk reduced to a city surrounded by Libya [or some province of Libya] and the sea, would make difficult enough to take that it could be used to recreate the siege of Tobruk. In Egypt, I'd make El Alamein and Cairo as the two principal cities. El Alamein should be attackable from two neutral territories west of Libya. I'd say give French Africa two SCs; one in the Algeria and one in Tunisia. If possible leave them unoccupied and thus vulnerable to attack in the first year.
Poland, I'd say should be split into Warsaw and Brest, since the Soviet Union and Germany split it. Major SC in Russia should be Leningrad, Stalingrad, Moscow, Kiev and Sev. Kiev should be able to attack Brest during the first round.
Finland should either home a neutral army or count as a Germany Territory right off the bat. Letting them not even be worth occupying for the Soviets is an out right shame.
France mean while should have some kind of advantage with the Maginot line, but it actually starts off occupied by Germany. I'd say give the French "Rhineland" as you call it, rename it either Metz or Lorraine and have it boarder only a single Germany territory, likely a Supply Centre to account for the one they lost. Call it Rhineland, Frankfurt or Cologne.
To Central Europe, I'd say allow Italy to immediately move on a supply Centre in Yugoslavia. Possibly by merging Slovenia and Croatia. Make Austria a SC.
To the Mediterranean; Consider making Crete a SC. Give the Brits a Fleet in Al Alamien and an Army in Cairo. Let them have a chance to occupy Greece or Crete and Palestine [though make it risk leaving Egypt proper open to Italian occupation.]
Basically you want Austria, Warsaw, Holland and Denmark to fall naturally into the German hands Year One to make them a Eight Centre Power Right off the Bat. Maybe Nine if they get Finland, but the Centre there should be useless.
Russia should get a point for the Baltics, Brest and possibly Romania. Finland on the other hand should be a pain in the ass to grab.
France should be invincible to German attack unless Belgium falls, but lack much offensive ability in the initial game. Here, they are skewered before play begins; No Natural SCs to claim round one and at least four potential enemies on all sides.
The British should be able to rival the Italian bid for the Mediterranean, which they are not, by the looks of it, unless they get Turkish support.
Yugoslavia is just wrong. While Spain and Turkey should be Neutrals that are just not worth taking.
