GameMaster: NATO voted for a Concede. If everyone (but one) votes concede the game will end and the player _not_ voting Concede will get all the points. Everybody else will get a defeat.

Thank you for these two games, I liked them. In both I tried something a bit new the first year: not building in New-York with NATO, not bounce in Bering Sea and take Japan with USSR. I think I need to think more about these plans, as they were not perfect.
