These are the 'important centers' that count for your score. You cannot build new armies and/or fleets in your home centers that are occupied. i.e. Flanders and Lombardy: if they are occupied after autumn, then you cannot build their if you have more supply centers than units (armies + fleets) after this autumn phase concludes. |

No units attempted to move there Example: if there were additional units in avars and Serbs which both attempted to move to Croats, but “bounced” I would NOT have been able to retreat to that open position. I view this as: if a territory saw battle, no one can retreat there. |
