18 Apr 22 UTC Spring, 1861: Greetings to all, on behalf of the British Empire. We announce the following policies:
-Neutrality among the powers of Continental Europe. We make no claims south of the Scandinavian peninsula.
-Neutrality in the American Civil War.
-Consolidation of India, Canada, and Australia. We make no further claims in Asia except to request that our ports in Hong Kong, Aden, and Singapore be respected.
-Belief that the Scramble for Africa should be diplomatically separate from affairs around the world. We reserve the right of all colonial powers, including ourselves, to do battle in Africa; we neither take nor intend offense from any actions that occur there.

Her Majesty's Foreign Office promises peace to all those who respect these interests.
