GameMaster: NATO voted for a Concede. If everyone (but one) votes concede the game will end and the player _not_ voting Concede will get all the points. Everybody else will get a defeat.

Standard for US. Australia to India. Mostly Japan to Bering/SoJ. London to Norwegian. North to Denmark. Istanbul I think I would have done a support Moscow to Ukraine (but may have gone safe). Greece to Ionian
