As I see it war with you will delay our growth and put us behind the other cities. Any of the remaining opportunistic cities could stomp us both out rather quickly. I would rather work with you to create a true Greek dominance.

Athens you have to bid on Supply Centers. Click of the “Greek Diplomacy” link up top. It will explain the bidding process.

No it’s a one time bid on this first turn. Also check out the grid of cities on that link and it’ll tell you which SCs get armies or fleets. For the SCs that you bid on and win you won’t get to choose an army or fleet for the initial build so choose wisely. After that everything is normal.
