Spring, 1904: GameMaster: England voted for a Draw. If everyone votes Draw the game will end and the points are split equally among all the surviving players, regardless of how many supply centers each player has.

Normally, I wouldn't have agreed to a draw. However, since you are not familiar with the game, I agreed to it. It wasn't a big bet anyway.
