Spring, 1902: What happened???? I didn't order that build!

Spring, 1902: That build was clearly not what I would have done, and I think it will be almost impossible for me to recover from it.
Would you consider allowing me the build I was going to do? It was supposed to be a fleet in Brest and an army in Marseilles.
If you hold 2 turns, I can move my fleet in Spain to Brest, and the fleet in Marseilles to Spain, then build an army in Marseilles.
I would understand if you refuse, but I think it should be obvious that my build was not intended.

Spring, 1902: I don't know about the fleet in Marseilles being unintended, but I understand about the non build elsewhere. we can progress a whole turn without moves in order to get you another army or fleet
