Joint Resolution

Enacted by the authority of the royal Sultan Mehmed V

Declaring that a state of war exists between the Imperial Government of France and the Government and the people of the Ottoman Empire (Turkey): Therefore be it

Resolved by the Committee of Union and Progress in council assembled,That the state of war between the Ottoman Empire (Turkey) and the imperial government of France which has thus been thrust upon the Ottoman Empire (Turkey) is hereby formally declared; and the Sultan is hereby authorized and directed to employ the entire naval and military forces of the Ottoman Empire (Turkey) and the resources of the Government to carry on war against the Imperial government of France; and, to bring the conflict to a successful termination, all the resources of the country are hereby pledged by the Ottoman Empire (Turkey).

RELIABLE information has been received by the Ottoman Empire Government to the effect that French forces intend to march on the line of the Austrian borders. This information leaves no doubt as to the intention of France to march through Austrian territory against the Ottoman Empire.

The Ottoman Government cannot but fear that Austria, in spite of the utmost goodwill, will be unable, without assistance, to repel so considerable a French invasion with sufficient prospect of success to afford an adequate guarantee against danger to the Ottoman Empire. It is essential for the self-defense of the Ottoman Empire that she should anticipate any such hostile attack. The Ottoman Government however, feel the deepest regret if Austria or any other nation regarded as an act of hostility against herself the fact that the measures of Ottoman Empire’s opponents forced the Ottoman Empire, for her own protection, to enter Austrian territory.

In order to exclude any possibility of misunderstanding, the Ottoman Government make the following declaration: --

1. The Ottoman Empire has in view no act of hostility against Austria. In the event of Austria being prepared in the coming war to maintain an attitude of friendly neutrality towards the Ottoman Empire, the Ottoman Government bind themselves, at the conclusion of peace, to guarantee the possessions and independence of the Austrian Kingdom in full.

2. The Ottoman Empire undertakes, under the above-mentioned condition, to evacuate Prussian territory on the conclusion of peace.

3. If Austria adopts a friendly attitude, the Ottoman Empire is prepared, in cooperation with the Austrian authorities, to purchase all necessaries for her troops against a cash payment, and to pay an indemnity for any damage that may have been caused by Ottoman troops.

4. Should Austria oppose the Ottoman troops, and in particular should she throw difficulties in the way of their march by a resistance of the fortresses on the borders, or by destroying railways, roads, tunnels, or other similar works, the Ottoman Empire will, to her regret, be compelled to consider Austria as an enemy.

In this event, the Ottoman Empire can undertake no obligations towards Austria, but the eventual adjustment of the relations between the two States must be left to the decision of arms.

The Ottoman Government, however, entertains the distinct hope that this eventuality will not occur, and that the Austrian Government will know how to take the necessary measures to prevent the occurrence of incidents such as those mentioned. In this case the friendly ties which bind the two neighboring States will grow stronger and more enduring.

When asked for their reaction to the Ottoman Ultimatum to the Dual Monarchy of Austria and Hungary, Minister Kongming had this to say.

"Naturally, seeing the current disorder in France, one wonders who exactly is controlling this force, and what their aims are. I wish that the Dual Monarchy and the Ottomans can arrange a deal for the transport of troops. However, I feel there are bigger problems to focus on, instead of a collapsing nation and its neighbours."

The Minister Kongming went on to say that this was not the official position of the Chinese state, as a council had not yet taken place. He also wished for our newspaper to stress that this should not be taken as a sign of aggression, but merely an observation.

Resolved by the Committee of Union and Progress of the Ottoman Empire, That the present deplorable civil war has been forced upon the World by the disunionists of the Southern States now in revolt against the constitutional Government and in arms around the capital; that in this global emergency the Committee of Union and Progress, banishing all feelings of mere passion or resentment, will recollect only its duty to the World; that this war is not waged upon our part in any spirit of oppression, nor for any purpose of conquest or subjugation, nor purpose of overthrowing or interfering with the rights or established institutions of those States, but to defend and maintain the supremacy of Union and Progress and to preserve peace and stability, with all the dignity, equality, and rights of the Ottoman Empire and her Allies unimpaired; and that as soon as these objects are accomplished the war ought to cease.

As nations across the globe launch their own expeditions of our heavens, one nation remains notably absent. China, despite being the leaders in both Military and Civilian Rocketry at the beginning of the current age, have not sent up a single rocket. We asked the Qing Government as to why this is the case. The head of the astronomical sciences department, Chang'e Qī, reached out with this to say.

"We feel that it is not the right time, and currently, we have no way to reach into the heavens without it being seen as a declaration of war. We do not get this current outbreak of lunacy. After all, what use are rabbits?"
