03 May 17 UTC Spring, 1870: I would prefer to move on. It's a little bit of a shame for China, but if we pause him, then we may end up being paused for ages. I vote we let him miss his turn this time, then wait a few days after this turn then pause to stop Civil Disorder if he once again fails to return again. Unpause after a day or two and see where we are after that.

For futures, if life gets a bit busy I'm sure we'd accommodate a pause.
Also I recommend saving tentative moves right away, even if you plan to revise them. Poorly thought out moves are usually better than no moves.
